And not every weapon had the same mods like they do in FO4. Caps aren't exactly easy to come by in NV unless you are great at gambling or do one of the DLCs. Weapon mods in NV were unique and pretty damn expensive too. Oh, you added a lighter bolt? Your weapon is now able to fire with less recoil. Oh, you added a suppressor? Now your gun is quieter and you are stealthier. At least the New Vegas weapon mods made sense when it concerns comparison to real guns. Pretty sure whether I'm loading a 10 round magazine or a 50 round magazine into my Ruger rifle it takes me the same amount of time. If I happen to have a certain type of magazine in FO4 I reload slower. If I change the receiver on my AR for one of a different material it won't do anything else. 223 cartridge it fires do any more damage. If I change the barrel on my AR-15 for one of a different material it's not going to make the. My big gripe with FO4 weapon mods were how stupid they were. There are some exceptions, like the Deliverer, but not very many. There's also very little reward in finding uniques since they can randomly be dropped by legendary enemies. Something like the recharger weapon is an example of the former. A gun shooting two bullets from one barrel (visually-identical to normal versions) is one of the latter cases. There's a big difference between grounding it in some whacky Fallout-science and simply making no effort to justify something. I also strongly dislike the legendary system because it adds magical effects without ever trying to explain it. It's much more exciting to find a new weapon type, than a new variant of a weapon you already could have crafted. I personally like Fallout 4's crafting system a lot, but feel they have a bit too many generic mods (different receivers for example) as opposed to making different weapons take different roles. Even names mean a lot, just look at Avellone doing interviews where he talks about the attention Sawyer had to what the weapon names in New Vegas meant. This kind of attention to detail makes the world feel real to a lot of players (myself included). The earlier games also had some uniques that didn't have base variants, like the Survivalist's Rifle, so that's not completely true. No new textures, no special names, no different models that you can't craft yourself.

I think what he meant is that they just have a random effect on them. Until then, not caring is a pointless excuse, let alone anything that should be lauded.

Hell, if everyone in the series was supposed to be clinically insane it would be a completely different discussion, but as of yet that does not seem to be the case. It doesn't feel real if there is no sense in it, if nobody is thinking. Magical legendary effects, left-handed guns in a world where most people are right handed, and similar things don't really belong in the Fallout world. Interplay Entertainment knew this, Black Isle knew this, Obsidian knew this, Bethesda seems completely oblivious to this fact at times. There is a big difference between trying to explain something, and simply not bothering with an explanation at all. Bethesda seems to think that because something is fictional it doesn't need to adhere to any form of logic, which is disastrously wrong.

Tons of work went into making Lord of the Rings seem believable even though magic obviously isn't real, or Ringwraiths, or Eldar, or Valar. Any fictional world needs to do that to suspend disbelief, and make people more immersed in it.
